November 10, 2010 Budget Meeting Minutes
BOARD MEETING MINUTES
The Town Board of Auburn met on Wednesday, November 10, 2010 for their monthly meeting
at the Auburn Town Hall.
All the Board were present, plus Attorney Matthew Cornetta, Ann Kuhlman, Bill Waldbuesser and son?, Heather Andersen, and Staci Martinson , who all left at 8:05 pm. Also in attendance were Kevin Pietz,, Al Blaha, Jerry and Tony Glaser, Lary Boese, Don Krause and Mitch Hanson.
The minutes of the October meeting were read. Jay Sippy made a motion to approve the minutes as read. Paul Scheidecker seconded the motion. Carried.
After auditing the bills and reviewing the financial statement Paul Scheidecker made a motion to authorize checks # 8148 -8161 be paid, and the financial report be approved. Jay Sippy seconded the motion. Carried.
There was no public comment.
Staci Martinson brought a copy of the property line agreement, that had been signed by the Beckers and Martinsons. Leo Zeman also signed it for the Town of Auburn. It was agreed to ask Clarence Mikl to come to the next Board meeting to sign the original document.
Next was a discussion between the Board and the town residents about the various pros and cons of the sand mine, as well as what can be done to regulate the sand mine business. The Board explained that they can do nothing until we have an official word that they are coming to mine for certain. Once that is determined the Board are planning to bond the roads, have a speed limit past the Day Care, will wet down the roads traveled by the trucks between the mine and the blacktopped roads, routes for the trucks will be pre-determined, can possibly limit the time of day travel is allowed on roads. The sand mine may be able to operate only 7 months of the year and plan to do around 10-12 acres/year. Matthew Cornetta reminded everyone the only thing the Town Board has authority to control are the roads. The question will be how to regulate things to accommodate all the various businesses operating in our township, without putting undo restraint on anyone, because any ordinance restrictions will apply to everyone.
This discussion lead to the conclusion we need to take more time to have input and discuss the options of possible ordinances. Paul Scheidecker made a motion to have a Special meeting of the Board and the Plan Commission to discuss possible road use regulation ,on Monday, December 20, 2010 at 7 pm. Jay Sippy seconded the motion. Carried.
Paul Scheidecker made a motion to accept the proposed budget for 2011. Jay Sippy seconded it. Carried.
After setting the agenda for the December meeting Paul Scheidecker made a motion that we adjourn the meeting. Jay Sippy seconded it. Meeting adjourned at 8:26 PM.
